911 Advisory Panel Makes Recommendation

It was standing room only in the first-floor conference room of Pike County Memorial Hospital as members of the public attended the January meeting of the Pike County 911 Advisory Panel. During the meeting, the panel voted to recommend to the county commission that a ballot question be formulated that would seek to fund a centralized 911 dispatch center that was governed by an independently elected and non-partisan panel of Pike County residents.

During a meeting last week, the members of the Pike County 911 Advisory Panel who were present for the meeting voted almost unanimously to recommend to the members of the Pike County Commission that the county commission call for
an election regarding the consolidation of emergency dispatch services in Pike County. Eastern District Commissioner Justin Sheppard abstained from the vote, which was entered into the minutes as seven in favor, no votes against, and one abstention. In a statement to the Times, Sheppard sought to clarify his abstention by saying he would not be voting on any motion that would ultimately be referred back to the county commission.

According to the panel’s secretary, Gale Frolos, of Frankford, the panel’s recommendation was that pursuant to “Missouri statute 190.335, a ballot initiative regarding an appropriate tax levy be placed before the voters for the purposes of establishing an independently elected board that is separate of the Pike County Sheriff’s Department.” Under the cited state statute, an appointed executive director would manage the day-to-day operations of the emergency dispatch center.
