FSA News

We are back.

We are back in the office and waiting for all software to become functional again.  On Friday, October 18, we were advised some processes will take an additional 10 days before we issue grain loans as an example.  Disbursing marketing assistance grain loans are currently on hold due to software modifications necessary for the 5.1% Sequestration reduction required for all 2013 MALs disbursed after 10/1/13.  Other programs are also on hold, pending software modifications.

2013 Payments Coming Soon

Due to the current budget status and negotiations in Washington DC, we have had several inquiries about our payments that were scheduled to be paid in October.  On Friday, September 27, we were advised the 2013 DCP/ACRE payments would be made soon thereafter with some reductions.  The Balanced Budget and Emergency Deficit Contract Act of 1985, as amended by the Budget Control Act of 2011, requires a reduction in payments, also known as a sequester. As a result, 2013 DCP/ACRE direct payments will be sequestered.

The 2013 DCP/ACRE direct payments will have a sequestration percentage applied to the payment amount determined after all reductions have been applied. The sequestered:

- percentage will be announced later

- amount is applied at the payment entity level

- amount is not attributed to members

- amount is reduced from the determined payment amount for the payment entity as the last step in issuing the payment.

There has been no word yet about the annual CRP payments.

We appreciate your patience and as soon as the system is ready, we will issue the payments but we don’t know yet when that might happen.
