Pike County Commission Minutes • Nov. 15,26 and 29

Nov. 15

Dan Miller called the meeting to order at 9 a.m., Curt Mitchell moved to accept the Agenda as presented; Roy Sisson Jr. seconded the motion. Motion carried 3 – 0.

Now on this day, the Commission – Sean O’Brien, road and bridge supervisor, met with the Commission and gave a report on work underway including grading, spot rocking, cleaning out under bridges and stabilizing banks.

Now on this day, the Commission – Skip Wilson, bridge inspector for MoDOT, was in the County on Tuesday and reported much satisfaction with the two credit bridges built by our summer bridge crew.

Now on this day, the Commission – reviewed the Road and Bridge Budget, finding it tight but within limits.

Now on this day, the Commission – reviewed the rates for Workmen’s Compensation for 2013. Even though the rates are higher due to increased claims during 2011 and 2012, the Commission wants to stay with the Missouri Association of Counties program.

Now on this day, the Commission – Ordered plaques to be placed on the exterior of the Annex and the Genealogy Society building.

Now on this day, the Commission – Mrs. Dorothy Lamberson stopped by to visit with the Commission regarding her injury after a fall on July 31 this year. She wanted the Commission to cover the ash tray at the East Entrance to the Courthouse.

Now on this day, the Commission – received the Sales Tax Reports for October finding them down significantly over October 2011 by about $15,000 in each of the four funds. This may cause budget problems for the Road and Bridge 2012 Budget. We will monitor it closely.

Now on this day, the Commission – Dan Miller moved to stay with the Missouri Association of Counties Workers Compensation Insurance Fund for 2013. Roy Sisson seconded the motion, motion carried 3 – 0.

Now on this day, the Commission – met with Sara Cunningham, 911 Coordinator and Stephen Korte, Sheriff, to discuss the timeline and finances for purchase of a new radio system and 911 systems. After a thorough review of the current operation, future needs and projected budgets for 2013 and 2014, Curt Mitchell moved to postpone the decision to purchase a new 911 system for a year and pay a continued service contract with AT&T for another year at a cost of $2,400 for the extension. Roy Sisson seconded the motion, Dan Miller abstained, motion carried 2 – 0.

Now on this day, the Commission – met with Mr. Leroy Bowen who complained about the potholes on Pike 48. Commission called Sean O’Brien and asked him to look into this problem.

Now on this day, the Commission – will attend the Missouri Association of Counties Conference on Sunday, Monday and Tuesday, Nov. 18, 19 and 20. They will be back in session on Monday, Nov. 26, 2012.

Now on this day, the Commission – Curt Mitchell gave a report on the MoDOT Champ Clark Bridge meeting last week. It was well attended. These points were made: It’s a 84 year old bridge that requires continual maintenance. The bridge approach at Sny Levee allows flooding. Approach on Illinois side will improve this because the approach will be east of the levee. An average of 621 trucks travel on the bridge per day. Cost of $100 million to build this bridge.

Meeting adjourned at 1:20 p.m., to meet again Monday, Nov. 26, 2012. No meeting will be held Nov. 19, 2012 as the Commission will be attending the MAC conference. Courthouse will be closed Nov. 22 to observe the Thanksgiving holiday.

 

Nov. 26

Dan Miller called the meeting to order at 9:04 a.m., Curt Mitchell moved to accept the Agenda as presented; Roy Sisson Jr. seconded the motion. Motion carried 3 – 0. Attending the meeting this morning is Jim Luebrecht, Western Commissioner – Elect.

Now on this day, the Commission – reviewed the plaque order for the Annex and the Genealogical Society commemorating their establishment this year. They approved the purchase of these two plaques to be mounted on the exterior of the two buildings.

Now on this day, the Commission – met with Road & Bridge Supervisor, Sean O’Brien, to discuss activities on our roads. They are continuing to spot rock and repair bad spots. They discussed the repair of the old tractor and arm mower. It was decided it would be repaired in our shop over the winter.

Now on this day, the Commission – Jack Stumbaugh, representing the Older Adult Transportation service, stopped by to give an update on the system. The Commission expressed strong support for OATS. At budget time in January, the Commission agreed to consider some funding for Pike County OATS. Bob Walker and Loretta Brown also attended on behalf of OATS and gave examples of its benefits to people of our area.

Now on this day, the Commission – Curt Mitchell reported on the Mayors meeting held on November 16th Discussed at the meeting was replacement of the Champ Clark Bridge.

Now on this day, the Commission – visited  County Clerk, Bob Kirkpatrick.

 

Now on this day, the Commission – visited Pike 18.19, 404, 405, 410, 466 and 476.

Meeting adjourned at 1 p.m., to meet again Thursday, Nov. 29, 2012. Attended a retirement celebration for retiring County Clerk, Bob Kirkpatrick.

 

Nov. 29

Dan Miller called the meeting to order at 9:08, Curt Mitchell moved to accept the Agenda as presented; Roy Sisson Jr. seconded the motion. Motion carried 3 – 0. Attending the meeting this morning is Jim Luebrecht, Western Commissioner – Elect.

Now on this day, the Commission – received a letter of resignation from Tom Lewis after 25 years of service to the disability community. They expressed appreciation for Tom’s service over these many years. Curt Mitchell moved to accept the resignation of Tom Lewis from the PCADD Board. Roy Sisson seconded the motion. Motion carried 3 – 0.

Now on this day, the Commission – John Volker of Midwest Truck System met with the Commission to discuss truck equipment, especially truck beds. He recommended Beau-Rock beds as stronger and better. Commission explained that we were not ready to purchase trucks for awhile yet. They kept the information for future reference.

Now on this day, the Commission – reviewed life insurance for employees. Agreed to provide a policy and to contact our current insurance provider for rates.

Now on this day, the Commission – met with Chris Mennemeyer, new elected Circuit Judge.

 

Now on this day, the Commission – met with Shannon Howe with Benton and Associates regarding bridge on CR443 final document. Bridge on CR43 does not require posting per Bridge Engineering Assistance Program Study, and review next BRO Bridge.

Now on this day, the Commission – met with Betsy Barnes proposed replacement of Tom Lewis with Mary Winkle. Roy Sisson moved to retain Ralph Reynolds, Brian King, and Anita Huber, and appoint Mary Winkle to the PCADD Board. Curt Mitchell seconded the motion, motion carried 3 – 0.
